The Manhattan dummy lever is a non-turning lock. The pushbutton protrudes from the case allowing it to be operated from either side. This version does not have a latchbolt inside the lock, but rather a dummy for cosmetic purposes only. The latchbolt would be hidden inside the door frame so that it is not visible.
